Based on Article 41 of the Law of Georgia "On Water," all water users operating in the territory of Georgia are obliged to record water usage in accordance with the rules established by Georgian legislation.
According to the "Instructions on State Accounting of Water Use," approved by the Council of the National Statistics Service of Georgia (Sakstat) on January 25, 2022, a water user—a natural or legal entity—is subject to state accounting of water use if he implements the LSI—National Statistics Service of Georgia—Sakstat of 2016 and the activity provided for by the list of economic activities defined by the "National Classifier of Georgia," approved by Resolution No. 10 of July 28, if this activity is accompanied by water intake and/or discharge of wastewater, regardless of the water supply sources and the type of wastewater receiver.
The state accounting of water use is carried out according to the form of the state accounting of water use, which water users fill out every year, no later than February 15, after the end of the reporting year, through the electronic system (https://emoe.gov.ge/) and submit it to the National Environmental Agency.
And in the case of water use in the territory of the Autonomous Republics of Abkhazia and Adjara, to the relevant services of environmental protection and natural resources in the Autonomous Republics of Abkhazia and Adjara.
LEPL National Environment Agency and the relevant services of environmental protection and natural resources of the autonomous republics of Abkhazia and Adjara must make a decision on the confirmation of the submitted forms of state accounting of water use no later than April 1.
